Yes. They may be a "technical virgin," meaning they have done everything except vaginal sex. In this case, while engaging in other forms of sexual activity, they may have caught an STD that is passed through skin-to-skin contact (for example: HPV, Syphilis, Herpes, etc.) Another way an STD may be passed is through I.V. drug use or if the person was born with the STD.
